Strengthen Civil Society to Promote Rail Transport in Albania

The development of safe and sustainable railway transport is one of the strategic priorities of the Albanian Government.

The development of safe and sustainable railway transport is one of the strategic priorities of the Albanian Government. In this context, the European Bank for Reconstruction and Development (EBRD) and Western Balkans Investment Fund have provided financing to the Government of Albania for the rehabilitation of the Tirana-Durrës railway section and the construction of a railway connection with Rinas Airport (route rehabilitation, signaling-telecommunication system, fencing and automation of level crossings).


On January 2021, HBMC Limited was commissioned by EBRD to provide technical assistance and consulting services aimed at promoting safe use and sustainable benefits of railway transport in Albania. HBMC’s experts initially prepaed and delivered to civil society organizations staff customized training on the socio-economic and environmental benefits of rail transport, safety risks as well as legal provisions regarding the violation of rail transport rules and later on jointly implemented public awareness campaign through an integrate approach involving specific information/awareness sessions with various stakeholders and broadcasting media-based communication.


Stakeholders (interest groups located in the vicinity and along the railway corridor Tirana-Durrës and Rinas airport connection) impacted by the railway rehabilitation project (namely local government institutions, public service institutions, education institutions and business enterprises) attended information/awareness sessions conducted by HBMC experts and civil society organizations’ staff. Copies of information and awareness materials were made available for further dissemination to various community/interest groups living in the neighborhood.
