The development of safe and sustainable railway transport is one of the strategic priorities of the Albanian Government. In this context, the European Bank for Reconstruction and Development (EBRD) and Western Balkans Investment Fund have provided financing to the Government of Albania for the rehabilitation of the Tirana-Durrës railway section and the construction of a railway connection with Rinas Airport (route rehabilitation, signaling-telecommunication system, fencing and automation of level crossings).


On January 2021, HBMC Limited was commissioned by EBRD to provide technical assistance and consulting services aimed at promoting safe use and sustainable benefits of railway transport in Albania. HBMC’s experts initially prepaed and delivered to civil society organizations staff customized training on the socio-economic and environmental benefits of rail transport, safety risks as well as legal provisions regarding the violation of rail transport rules and later on jointly implemented public awareness campaign through an integrate approach involving specific information/awareness sessions with various stakeholders and broadcasting media-based communication.


Stakeholders (interest groups located in the vicinity and along the railway corridor Tirana-Durrës and Rinas airport connection) impacted by the railway rehabilitation project (namely local government institutions, public service institutions, education institutions and business enterprises) attended information/awareness sessions conducted by HBMC experts and civil society organizations’ staff. Copies of information and awareness materials were made available for further dissemination to various community/interest groups living in the neighborhood.

The study aims at providing a strategic vision for the development of Shkodra region including Shkodra Lake, Buna River and Adriatic Coast that synthesizes with existing plans and sector strategies and prioritizes strategic investments.


Following the strategic view on the Regional Integrated Tourism and Urban Upgrading, a mid to long-term and demand-driven prioritized capital investment programme to complement the existing Masterplan of Alps, hence providing the foundation for sustainable development covering the most of the North Albanian territory.

In addition, a conceptual framework for a sizable Challenge Fund was developed as public-private partnership mechanism to sustain and co-finance community-based organization and SME initiatives for sustainable business development investments in line with the proposed strategy and the regional development strategy.


This study, promoted by Albanian Development Fund, is being implemented by Tetra Tech International Development led consortium in the context of the overall EIB-funded Economic Resilience Initiative – Infrastructure Technical Assistance (ERI-ITA).

HBMC Limited provided specialized expertise on environmental protection, cultural heritage preservation and GIS-based mapping as required for the development of public infrastructure and tourism development investment plans.

This is a project of Albanian Railways funded with grants from Western Balkans Investment Fund (WBIF) administered by European Investment Bank (EIB) and contracted out for implementation to a consortium led by Systema Consulting.


The overall project scope is to provide assistance to the Client and build its capacity on rail infrastructure works implementation including comprehensive procurement and contract management procedures and monitoring/reporting on Project’s compliance to “Safeguard Provisions“. The project aims at supporting Albanian Railways to facilitate the timely and effective implementation of the rehabilitation works for the Durres-Rrogozhine railway section within the overall objective to improve the rail transport connection between Durres and Rrogozhine and to contribute to the integration of Albania into the transport system of the Region and the whole of Europe.


The Durrës – Rrogozhinë railway line is a critical segment of Albania’s national railway network, connecting the port city of Durrës, Albania’s largest seaport and a major economic hub, with the inland town of Rrogozhinë, the location of an important junction on the route between Durrës and Pogradec, which forms part of the Trans European Network Corridor VIII. This corridor serves both freight and passenger service and plays a vital role in the country’s transport infrastructure, economic development, and regional connectivity.


The overall project scope is to provide assistance to the Client and build its capacity on rail infrastructure works implementation including comprehensive procurement and contract management procedures and monitoring/reporting on Project’s compliance to “Safeguard Provisions“.

HBMC Limited supports the project and provisions specialized expertise on railway engineering as well as socio-economic and resettlement aspects.
